Let that math sink in. The state’s highest watchdog buried, deflected, or outright ignored 94.6% of the corruption reported by Illinois taxpayers and state workers. They open just enough cases (5.4%) to justify their taxpayer-funded budget, while actively shielding the executive syndicates that matter.

THE PAPER TRAIL OF COMPLICITY

When our protected State Whistleblower uncovered a massive $141,000 Ghost Payroll and Forgery Ring operating inside an Illinois Department of Human Services (IDHS) facility, she didn't just tell her supervisor. She went to the absolute top of the chain of command.

On November 6, 2025, the Governor's Office acknowledged receipt of the crisis.

If the OEIG ignores 94.6% of complaints and feeds whistleblowers to the wolves, what exactly do they investigate at IDHS to justify their existence?

In their Annual Report, the OEIG proudly highlights their "investigative wins."

​The OEIG uses its immense power and budget to aggressively police the lower ranks while protecting the top. In their own report, they highlight Case 20-01425, where they investigated and fired two DHS investigators for failing to disclose a personal relationship and making false statements during an internal workplace complaint. In the report, the OEIG sanctimoniously declares that state workers "hold positions of public trust" and that "credibility is essential."

​But what happens to that "public trust" when a 20-year disabled veteran whistleblower brings them irrefutable evidence of IDHS executives falsifying state records to operate a $141,000 ghost payroll ring?

​They go completely blind. When the fraud reaches the executive suite (Almond, Torres, Canty, Mahomes, Strong, AFSCME), "credibility" suddenly doesn't matter. They don't fire the executives. Instead, they issue a gag order against the whistleblower, refuse to investigate the theft, and hand her identity directly over to the corrupt managers she just exposed.

The OEIG exists to protect the top.

Governor Pritzker says his accountability mechanisms are working. He is right. They worked perfectly to protect the Syndicate and nearly killed the whistleblower.

Right now, the State of Illinois is running a highly coordinated, two-front financial war. On the front end, the administration is demanding massive tax hikes on the citizens and small businesses that keep this state afloat. The Macro Squeeze: Extracting the Public

The administration claims that new revenues are necessary to stabilize the state's future. The data tells a much darker story: state government is growing vastly faster than its residents’ ability to pay.

The Income Disconnect: Since 2019, Illinois’ per capita personal income has grown about 35%. This ranks 39th in the nation and worse than any of the state’s neighbors. Meanwhile, Illinois state tax collections have surged 46%.

The Assault on Job Creators: To cover their bleeding budgets, the General Assembly is pushing a "Millionaire's Tax" that acts as a direct assault on small businesses. One measure would punish 22,020 Illinois small businesses.

​The 61% Hike: Pass-through entities like S-corporations and partnerships would see their top marginal state income tax rate jump from 4.95% to 7.95%, which is a 61% hike. Once state and federal income taxes are factored in, these job creators face a top tax rate of nearly 50.3%.

​Research has shown that an increase in the top marginal tax rate is associated with a decrease in entrepreneurs’ hiring activity and lower wages for their employees. Illinois already pushes out more businesses than virtually any other state. So, where is all this extracted tax revenue actually going?

Without reform, Illinois will continue asking for more from its residents while offering fewer opportunities in return. The State does not have a revenue problem. It has an institutional corruption problem.

The audio also exposes the bizarre, threatening behavior of Local Office Administrator Tonya Mahomes.

Months earlier, when Gina's initial ADA accommodations were denied on April 4, 2025, Mahomes actually apologized to Gina and handed her a discrimination form. In response, Stephanie Almond screamed at Mahomes for showing weakness.
